Changes:
- Added construct action
- Added memberlist on empire profiles
- More than 1 empire in a city allowed, oldest empire controls/manages the city
- Added cancel and complete constructions/upgrades
- Added the ability to start new constructions and upgrades
- Added funds assigning for construction
